Purpose
(a) To evolve and agree policy for the control of hawking activities.
(b) To overhaul legislation
relating to hawker control and management.
(c) To produce more effective
management of hawking activities in the New
Territories.
Progress Made & Present Position
(a) The Urban Council is now implementing many of the policy proposals which were agreed at an interdepartmental meeting on 17th January. Other policy issues, particularly the matter of co-ordination between Urban Council policy and Government - controlled resources, have yet to
be resolved, and recommendations made by the ICAC Corruption Prevention Department require further consideration. A paper for the Chief Secretary's Committee is being prepared.
(b) This legislation is currently
unsatisfactory and unnecessarily complicated, and requires overhaul. Such an exercise can best be undertaken in conjunction with the review of hawker policy which is now in hand.
(c) SNT has produced a paper on an action plan to control hawking activities in Tsuen Wan.
Next Quarter Targets
(a) Submit paper to
Chief Secretary's Committee in August.
(b) Discuss legislative
proposals with relevant departments and Legal Department in September/
October.
(c) Monitor progress of
proposals set out in SNT's paper.
