Environmental Protection

Measures

Purpose

(a) To enact new legislation to

control pollution.

(b) To provide additional staff

and equipment to implement the new environmental protection

measures.

(a) Proposed Water Pollution, Air

Pollution, Noise Abatement and Solid Waste Disposal Ordinances were set out by the consultants, Enviromental Resources Ltd., in July 1977 and amended following discussions with the Environmental Protection Advisory Committee (EPCOM) and Government departments. Consultation with industry over this proposed legislation has been completed for the Water Pollution Control Ordinance which is now with the Law Draftsman.

(b) A composite request for provision

of resources for the Environmental Protection Unit and for departmental pollution control agencies was submitted to the Finance & Civil Service Branches on 30th May 1978.

(a)(i) put the Water

Pollution Control Bill to LegCo in October;

(ii) complete consulta- tion with industry on the Air Pollution Control draft by September, for discussion in EPCOM prior to Law Drafting in October;

(iii) commence consulta- tion with industry on the Noise Abatement and

Solid Waste Control drafts by October.

b) Obtain Finance &

Civil Service Branch approval to funds and to the creation of posts so that recruitment can

commence before the end of the year.
