Purpose
To expand CPA services to the Gulf and support reciprocal Gulf air services to Hong Kong.
To remove the disparity between the artificial IATA exchange rates and market exchange rates.
Progress made and present position
Next quarter target ·
Having received FCO's approval, CPA commenced its 4th service to the Gulf area in June. The joint study of market demand between HK and the Gulf area by the three airlines (BA, CPA & Gulf Air) has been completed. FCO has been reminded that the agreed next step is to arrange governmental talks to discuss the outcome of the study, and that HK Government wish to be represented at the talks.
(a) Cargo rates
Questions were asked in Legislative Council in April and in June about payment of air cargo rates calculated at the artificial IATA exchange rate for the US$, and the effect of this on HK's exports to USA. Directives have been issued. by Singapore and Malaysian Govern- ment for payments to be calculated at current market rates, and FCO advice was sought on whether simi- lar arrangements could be made for HK. FCO saw no immediate scope for effective action by HMG, and
