Purpose
To review existing social security schemes and to
indicate developments in the coming five
years.
To prepare a programme plan on the provision of services for the elderly.
To prepare a programme plan on the provision of personal social work services to young people identified to be at risk so as to prevent anti- social or delinquent behaviour, and to publish a Green Paper for public comment.
Present Position
Certain improvements to social security schemes were implemented from 1st April 1978. A Social Security Appeal Board was established to consider individual appeals against decisions of the Social Welfare Department on eligibility for and payment of social security benefits. Other proposals in the Green Paper on social security development are being finalised in the light of public comments and professional advice.
The proposals in the Green Paper on Services for the Elderly have
modifications Certain generally received public support. have been made in the light of public comments, and the proposals are being finalised. These proposals will form part of a comprehensive white paper on social welfare policies together with proposals relating to social security and personal social work services for young people.
The response of the public and of Unofficial Members of the Legislative Council to the proposals is generally favourable. No major changes need to be made.
Timetable
To finalise proposals for implementation between October 1978 and April 1979.
To finalise proposals as the basis for drafting a comprehen- sive White Paper.
