Purpose
SOCIAL WELFARE
(August 1978 to October 1978)
To review existing social security schemes and to indicate developments in the coming five years.
To prepare a programme plan on the provision of services for the elderly.
To prepare a programme plan on the provision of personal social work services to young people identified to be at risk so as to prevent anti- social or delinquent behaviour, and to publish a White Paper.
Present Position
Most of the proposals in the Green Paper on Social Security Development have been implemented between April and October 1978. In particular, the lowering of the eligibility age for old age allowance was completed in one step instead of two as proposed in the Green Paper. Other proposals are being finalized for inclusion in a comprehensive White Paper but this paper will exclude the proposed voluntary contributory sickness, injury and death benefit scheme on which no decision has yet been reached.
Proposals in the Green Paper on Services for the Elderly are finalized except for one or two minor points requiring further clarification. Drafting of a comprehensive White Paper on social welfare
services is proceeding.
A section has been drafted for incorporation in a comprehensive White Paper on social welfare.
Timetable
