Purpose
31. Working Party on To review the roles of
Provision of Social Welfare Services and Subvention Administration
Government and voluntary agencies in the provision of social services, to recommend future arrangements for alloc ting subventions to voluntary agencies and to review the scope and manage- ment of the Lotteries Fund.
Progress made and present position
The Working Party is meeting regularly. It has roviewed the respective relos of Government
and the voluntary sector in the provision of welfare scrvices, and has drawn up recommendations regarding services within individual programmes. A draft report cov ring the first two terms of reference has been prepared.
Next quarter targets
To continue deliberations and to submit a report before the end of the year.

HABILITATION
Rehabilitation Development Co-ordinating
Committee
To advise on the development jand co-ordination of
rehabilitation services.
(a) The Committee considered and advised on the
recommendations from the Sub-committees in implementing the Rehabilitation White Paper.
b) The creation of Rehabilitation Subventions Sub-head in the 1979/80 Estimates has been approved in principle. The Committee will bo asked to advise on the principles of subvention and the priorities to be allocated to projects.
(c) The Committee has been re-appointed for
another year with effect from 30th September 1978. Specialist Sub-committees will be re-appointed shortly.
To monitor progress.
To devise a procedure for processing applications to subvent rehabilitation services.
