recommendations of the working party set up to review the structure of the departmental grades and to assess their policy implications.
To review and relax where necessary the standards laid down by this legislation and to ensure that the number of child care places is not adversely affected by the implementation of this legislation.
Finance Committee approved the creation of the necessary posts on 16th August. Four Reginal Officers have been appointed and the ro-organisation is expected to be completed by April 1979.
The Civil Service Branch in consultation with the Social Servicos Branch and the Social Welfare Department has dram up a revised "package" which was put to the staff concerned. Both the Assistant Social Welf re Officers and the Welfare Assistants were dissatisfied and took industrial action. In the light of further discussions with the staff, various modifications were suggested. Dialogue is continuing with the staff associations.
The
Drafting instructions being processed. proposal to modify the academic qualifications for a child care worker has met with strong opposition from the Hong Kong Council of Social Service and other professional bodies.
