To prepare a programme plan on services for the elderly and to formulate proposals for inclusion in a comprehensive White Paper on social welfare policies.
To prepare a programme plan on the provision of personal social work services to young people identified to be at risk so as to prevent anti-social or delinquent behaviour, and to publish a White Paper.

Proposals in the Green Paper on Services for the Elderly are finalised except for one or two minor points requiring further clarification. Drafting of a comprehensive White Paper on social welfare services is proceeding.
A section has been drafted for incorporation in a comprehensive White Paper on social welfare.
