To prepare plans for the further development of all stages of education beyond the basic junior secondary

course.

To make recommendations for improving the effectiveness of primary education and for promoting the development of services for the care and education of children below primary school age.

Progress made and present position

Following approval by the Governor-in-Council on 3rd October 1978, the White Paper "The Develop- ment of Senior Secondary and Tertiary Education" was tabled in the Legislative Council on 18th October.

The first draft of the Report of the Working Party on Primary Education has been prepared and discussed.

The Working Party on the Care and Educ tion of Children below Primary School Age has considered the possibility of having common arrangements for assisting kindergartens and child care centres. A tentative draft of the Working Party's Report has been prepared and discussion of it is proceeding.

The first draft of a Bill to extend the Director of Education's powers of enforcement has been prepared and is under consideration. Director of Education is considering whether any modifications are required to the proposals rel ting to tong fai, loens arrangements and other consequential proposals which were deferred by the Finance Committee.

The final report of the Committee of Inquiry was prosented to the Executive Council on 17th October 1978 and published on 31st October.

Next quarter targets

To prepare a Finance Committee agenda item outlining the financial consequences of the White Paper and to commence arrangements

for implementing its proposals.

To complete the draft reports of both working parties.

To prepare an Excutive Council Memorandum seeking approval to proceed with the Bill. To submit a

fresh Finance Committee agenda item with proposals for tong fai.

To monitor response to the final report.
