The FCO has confirmed that H.K. representations will be taken into account.

a) Concern about the large number of legal immigrants entering Hong Kong was referred to the Chinese Foreign Minister by the Foreign Secretary during Huang Hun's recent visit to U.K. It has also been expressed regularly to the NCNA by P.A.

b) The rate of legal immigration from China in October was 274 per day. At 31.10.78, 50,249 legals had crossed into Hong Kong.

a) At 31/10/78 a total of 3,893 refugees remained in Hong Kong awaiting resettlement elsewhere. In addition 230 were temporarily accommodated in Macau.

b) An appeal has been made to local consuls and to the inter-governmental conference convened by UNHCR in Kuala Lumpar in September for overseas Governments to accept more refugees from Hong Kong.

a) To assess result of approach to Chinese Foreign Minister, and attempts by Chinese authorities to regulate

b) To examine any new trends in documentation etc. of persons leaving China.

c) To consider possible measures to control legal immigration at Lo Wu. d) Continue to monitor legal immigration from China.

a) To maintain prosent liaison arrangements with UNHCR/ICEM, USCG and Director of Immigration to ensure the proper local reception and early onward movement for resettlement elsewhere, of refugees landed in Hong Kong.
