When we met on 25 April I spoke to you, as see

I had to Michael Palliser, about the need to place some one in Hong Kong and General Department (or in some other slot such as "Adviser on Colonial Affairs") with long experience of Hong Kong, who had the right temperament to fit in and help to make up for Hong Kong Department's lack of direct Hong Kong or administrative experience. The possibility of the next Governor not being a career diplomat with close personal links with the FCO seemed relevant; as did the increase in responsibility of the Department once talks started with China about the future of Hong Kong as I presume they must within the next five or six years.

However it is very much a question of waiting till we can identify the right man. At the moment a strong candidate exists in Peter Williams, who I believe is being considered for the Governorship of the Cayman Islands. If he does not get this Governorship, I think we should move quickly to secure him for this new job in the FCO. Presumably the terms would have to be negotiated since the job is new.

If a contribution by the Hong Kong Government would help on this please let me know.
