EMPLOYMENT OF HONG KONG CIVIL SERVANTS IN HONG KONG AND GENERAL DEPARTMENT
1. We would need to think carefully how best to fit an officer of the kind Sir E Youde has in mind into the structure of the Department. If the Hong Kong Government could supply an officer with the ability normally expected in an 'A'-stream Grade 5 Diplomatic Service officer it might well be appropriate for him to act as Head of the Hong Kong Section in due course. But he could hardly do so until he was thoroughly conversant with FCO and Whitehall procedures. That said, I am sure we could devise a suitable arrangement. I am, therefore, content with the proposed amendment.
