SECONDMENT OF HONG KONG GOVERNMENT OFFICIAL TO THE FCO: CONDITIONS OF SERVICE

1. As you may be aware, there has been correspondence in recent * months about the question of reciprocal secondments between the

Hong Kong Government and Whitehall Departments.

2. The Chief Clerk has now approved a recommendation of the No 3 Selection Board that Mr P J Williamson (an Administration Officer Staff Grade B in the Hong Kong Government Service) should succeed Mr J Thompson as Head of Hong Kong Section in HK&GD of the FCO, with effect from January 1979.

3. It is intended that Mr Williamson should initially be seconded to the Hong Kong Government Office in London and then loaned to the FCO. He would continue to be paid by Hong Kong but it has already been agreed that, in such cases, the receiving Whitehall Department should repay to the Hong Kong Government the salary appropriate to the post being filled (in this case Grade 5) plus 20%, of the actual amount of the employer's contribution to superannuation and like payments, whichever is the less. (Mr Stewart's minute of 15 May 1978 refers). I understand that, as a result of the double taxation agreement at present in force, Mr Williamson will continue to pay Hong Kong tax and will not be subject to British income tax.

I should be grateful if you would confirm that these arrange- ments appear correct to you. We would expect the Hong Kong Government to issue the appropriate letter of appointment.
