(iv) Housing
It is hoped that the Home Ownership Bill will be enacted during the second quarter of 1978. This will give the Housing Authority the necessary powers to administer the newly-introduced Home Ownership scheme.
(v) Civil Service
The Hong Kong Government has managed to reduce by about one-quarter the surplus of primary school teachers.
