Surveys to identify training needs in departments
have progressed smoothly and work on eight departments
is in hand.

It has proved to be more difficult than
anticipated to draw up the proposed training programme
to substantially increase management training. Plans
running the next series of seminars for Directorate
Staff have been finalised and principal speakers will
be from the two Hong Kong Universities.

Agreement with British Airways
A further meeting with representatives of
British Airways was held on 16th February 1978, after
which B.A.'s tentative proposals for a new agreement
were received. Most of the proposals are acceptable but
some are not. Our position on these was restated in a
reply sent on 13th March 1978.
British Airways is awaited.

Leave and passages
Following a review of service-wide leave
earning rates and passage entitlements, proposals have
been formulated as a basis for negotiation with Staff
Associations. The financial implications are now being
calculated.
