Secretariat initiative and the establishment of a special
investigating unit to help departments to identify and
process more cases.

There was little reaction during the quarter
to the use of CR 55 in April to terminate the service of
118 Police Officers and 1 Customs & Excise Officer.
Public reaction was generally favourable and the results
of the Mongkok conspiracy trial at the end of July which
produced only two convictions has led certain sections
of the press to suggest that other methods should be used
to dispense with officers who are suspected of involvement
in corrupt activity. The possibility of disciplinary
action against officers acquitted in the Mongkok conspiracy
trial is now under consideration.
TRAINING DIVISION
13.
Training surveys have now been completed for 23
grades in 13 departments and surveys are in hand for 16
grades in 7 departments.
More attention will now be
given to follow-up action to ensure that the recommendations
are implemented by departments.
14.
Consideration is being given to the establishment
of a Standing Committee on Training to advise the Secretary
for the Civil Service on training policy generally and,
as its first task, to formulate a management training
