ADMINISTRATIVE OFFICERS RECRUITMENT 1979

For recruitment in 1979 the cycle started in
October 1978 with PSC being requested to approve a
recruitment target of 32 Administrative Officers in
1979-80 of which, hopefully, 18 would be local. The
vacancies will be advertised in November 1978, to be
followed by written examinations in March 1979 and
interviews in June 1979.

In respect of recruitment of experienced officers
in 1979-80, offers of appointment have been made to
Heady, Howard and Bresnihan. At the same time the PSC
is considering a CSB proposal to adopt a new approach
aimed at increasing the recruitment of experienced
officers within the Service to the higher ranks of the
Administrative Class.
CURRENT PAY NEGOTIATIONS
10.
Members of the Association of Government Architectural,
Cartographic, Engineering and Surveying Technicians (AGACEST)
who had been on a work-to-rule since 8th August 1978 staged
a two-day sit-in on 16th and 17th October. They ended
their sit-in and resumed work-to-rule on 18th October.
Meanwhile terms of reference of the joint staff and
management working party have been drafted and put to the
AGACEST for agreement. This working party is to consider
promotion prospects and to re-examine the staff's claims

for improved pay scales and the grant of post-allowance
in the light of evidences not put forward previously.
It is hoped that the convening of the working party may
result in a return to normal work pending its results.

Apart from the point that the staff wish that recommendations
on pay increases and grant of post allowances should be
backdated to 1.8.77, which management cannot accept, all
parties concerned have agreed to the draft terms of
reference.
Staff will hold a meeting to discuss this
matter on 2nd November.

Members of the Welfare Class have petitioned to
ask for better pay scales and improved promotion prospects.
On 4th October 1978, a package of proposals aiming at intro-
ducing a new staffing structure with emphasis on an equitable career pattern was explained to the staff at
a Joint Consultation Council meeting which was followed
by separate discussions with individual ranks.
So far
However,
the Social Welfare Officers and the Welfare Supervisors
have indicated their acceptance of the proposals.

in the Welfare Assistant grade were not satisfied with the pay scales offered. Negotiations with the Assistant
Social Welfare Officers are still continuing while a joint working group has been formed to re-consider the duties of the Welfare Assistants and Principal Welfare
Assistants.

Nurses have asked for a combination of the existing
ranks of Registered Nurse, Nursing Officer II and Nursing
Officer I with a consequential through pay scale
($2,290-$5,595) for these staff. The request is not
justified because there are distinct functional differences
between these ranks. Management has instead put forward
a counter proposal to create a number of promotion posts.
This proposal has so far not yet been accepted by staff.
The staff have threatened to stage a token strike if their
demands are not met. A joint management and staff meeting
is scheduled for 8th November 1978 to discuss the proposals
further.

Findings of the review of the work of Police
Interpreters were related to the staff. The Police
Interpreters, while agreeing that there is a functional
difference between the ranks of Police Interpreter I
and II and accepting the proposal to create additional
promotion posts, have asked for larger increases in the
number of senior posts, incremental credit for officers
with higher academic qualifications than required, and
increases in the pay scales for Police Interpreters I
and II.
Discussions between management and staff continue.
As no further offer, apart from some improvement in promotion
prospects, was made to the staff, they began work-to-rule
as from 27.10.78.
