I enclose a summary of what we plan to do in Hong Kong up to 1980 and beyond to 1984/85. It is a great deal! The detailed timing is spelt out in accompanying appendices.

There are of course wide fields of Government activity of great concern to the population that are not mentioned at all. One obvious example is law and order, but this was omitted from Stewart's draft, and I assume he believed sufficient is known about it in Whitehall.
I should emphasize four points about the enclosed paper: -

It is a draft sent as a basis for discussion. We will wish to consider the details again before the paper is finalised.
It is an indication - a very firm indication of what we plan to do and believe we can do. But it is not a treaty. Some of the sections, eg Education and Social Welfare, are still "Green". They should become "White" later this year.
The plans cover a long period of time. They will need to be kept under constant review and probably be amended as conditions and ideas change and experience is gained.
The plans are of course subject to the resources being available. We believe they will be. We will do everything we
