LAND PRODUCTION
102 It is apparent that lack of land, and particularly
lack of land for industry and to some extent for private
development could deter investment and stifle economic
growth. Consequently production of land is one of the
Government's highest priorities, and many of the
communications projects I have described are to provide
access to it.
103 Between 1978/79 and 83/84 we expect to produce an
average of 80 hectares a year for industrial use, 64
for private non-industrial use and 85 for public non-
industrial use. These figures are revised from those
I gave last year and unlike them are of the land actually
available for building, net of roads, services, G.I.C. etc.
104 These figures, which include the two Industrial Estates,
represent a much higher flow of land onto the market than
has ever been achieved before. Nevertheless it is
questionable whether it will be enough and in any case
there is the period after 1983/84 which must be planned
for now.
10 It is becoming clear that the main sources of new
land are likely to be the north coast of Lantau and Junk
Bay. By early next year the Government's consultants on
a fixed crossing to Lantau will be reporting on the best
route and method and the probable costs of linking the
