programme of nine years free education (i.c. all in primary and those
in Forms I to III in secondary), an economical medical scheme
permitting any number of consultations a year with medicin、 free
of charge for a premium of less than fifty cents a month.
One may
not be insurance minded, but comparable medical attention would
be difficult to obtain so economically elsewhere."
