(a)
Proposals by the Labour Commissioner to expand the Labour Inspectorate and the ratio of senior to junior posts in the Department as a whole are supported (para. 13).
(e) Plans for the expansion of the Factories Inspectorate
are supported (para.14). Inspectors should be recruited possessing higher technical qualifications preferably combined with industrial experience (para.15).
(f)
UK training facilities should be made available, on request, to assist the effectiveness of the expansion summarised at (d) and (e) above. (para.16).
(g) The expansion of the Labour Tribunal is supported
(para.21).
(h) In respect of "Staff Relations in the Civil Service"
priority should be given to revaluating the role and functions of Departmental Consultative Councils (para.26). The establishment of independent arbitration procedures and separate consultative/ negotiating procedures for "Junior" civil servants and Mod. Scale 1 employees should also be considered (paras. 26-29).
(i) Questions are asked as to:
I. the form a contributory social security
scheme should take (paras. 30-35), and
II.
whether the real value of scales of benefits under the Public Assistance Scheme should be increased (para.35).
(j) The Home Ownership Scheme seems certain to be popular
(paras. 37-38).
(k)
The proposals of the Industrial Training Council to become a statutory body with powers to impose a general training levy are supported (paras. 39-41).
(1) The rate at which improved declarations can be made with regard to the application to Hong Kong of International Labour Conventions is likely to decrease from 1980 onwards (para.42).

The Labour Department is well organised and doing a good job (para. 43).
