But I unst confess that, if I were in the Governor's place, I would find it hard to grasp the logic of the proposal to include costings in the Legro speech, We have consistently logged the Governor to agree his policies first, then draw if the fiscal policies necessary to find them; be hors argued, with some cogency, that be does just that, by drawing up his policy programme: the autman then following this with the budget five months later. Now we are urging him to do his costings at the same time as he sets out the policies: ad- mittedly this is not the same thing asasting him to make his revenue proposals at the same time as he makes his policy statement (let alone before) - but it is a step in that
