Matters arising from the last meeting
a.
DS Secondments
It was
Mr J Stewart reported that the Governor did not
favour the idea of a DS 4 Chef de Cabinet.
agreed not to pursue this idea for the time being, but to continue to pursue the broader question of reciprocal secondments between Hong Kong and Whitehall departments.
b.
The Budget and the Governor's LegCo Speech
Mr Haddon-Cave had told Mr Stewart informally that
he accepted the idea that the Governor's annual speech at the opening of LegCo should contain broad estimates of the costs of new policy proposals, as a way of demonstrating the essential link between that speech and the Budget speech each March.
c.
Composition of ExCo and LegCo
It
Mr J Stewart said that the Governor wished to appoint Mr Brembridge (of Swires) to ExCo and Mr Newbigging (of Jardine Matheson) to LegCo. was agreed that if these appointments were to go ahead they ought to be balanced by the appointment of at least 2 other people who would be seen as coming
