Social Security:

A reply to be sent to the Governor's letter on the sickness, injury and death benefits scheme, including comments made by Mr Heppel and Mr Hurst.

DS Secondments:

To explore the possibility of further staff exchanges on second- ment between Hong Kong and the UK. To ask specifically whether the Hong Kong Government would find it useful to place officers at Grade 4 equivalent level in UK Government Departments, especially the DHSS, on an ad hoc basis. Also to find out whether the British Trade Commission has been expanded and, if so, by how many officers.

Legco and Exco:

To sound out the Hong Kong Government's proposals for changes in the membership of Exco and Legco next year..

Hong Kong Economy:

Inkand

(a) To reply to the Governor's letter on developments in the

Hong Kong economy, referring to the Economists separate letter to Mr Haddon-Cave, Also to ask for the Governor's thinking on his priorities if the proposed rephasing of Government schemes takes place.

(b)

Taxation and Liversification: to see whether any action has been taken to change the social distribution of taxation and to diversify the Hong Kong economy.

(c) The Economists to write to Mr Haddon-Cave on the purely

economic aspects of the Governor's letter.

Education:

To reply to Mr Ho's letter on the Education White Paper, including any comments Lord Goronwy-Roberts may make and offer- ing any help required in setting up the review body on the whole education system, especially in finding a good Chairman.

UK/China and Hong Kong/China Relations:

The draft of the paper on UK policy towards Hong Kong in the lunar 1980s should be seen by Mr Cortazzi and Mr Murray before going to Mr Craddock and the Governor. The paper should reach the Steering Committee by February in view of the possibility of a visit by the Secretary of State to China in the Easter recess.
