DO HMG BELIEVE THAT THE CHINESE GOVERNMENT WOULD OBJECT TO

CONSTITUTIONAL CHANGE?

Any proposals for constitutional change must be considered

in the light of the special political circumstances of Hong

Kong. I cannot comment on the views of the Chinese Government.

WHAT ARE HMG'S INTENTIONS FOR HONG KONG AFTER 1997?

1997 is a long way ahead and it is not possible to predict

what the circumstances will be so far in the future.

WHY DO HMG NOT INTRODUCE CHANGES IN HONG KONG SIMILAR TO THOSE

BROUGHT INTO FORCE IN MACAU BY THE PORTUGUESE AUTHORITIES?

We believe that the system of government in Hong Kong is

the one best suited to the territory in the present

circumstances.

DO THE HONG KONG GOVERNMENT TAKE SUFFICIENT ACCOUNT OF THE

VIEWS OF THE PEOPLE OF HONG KONG?

The Hong Kong Government make every effort to find out

public opinion on all aspects of public life and they try to

be responsive to it. It is a mistake to assume that because

the government do not act on the views of a particular group

they are unaware of or do not care about them.

ARE HMG SATISFIED WITH THE EXTENT AND SPEED OF THE SOCIAL

DEVELOPMENT OF HONG KONG?

HMG appreciate the very substantial progress in improving

social conditions which the Hong Kong Government have made

since the beginning of this decade. The Governor's recent

speech at the opening of Legco shows that this momentum will

be maintained.
