I apologise for the delay in replying to your letter of 9 November. As I believe you know, the letter which the three Hong Kong Urban Councillors sent to the Foreign and Commonwealth Secretary on 16 October appears to have gone astray in the post; the copy that you sent us was the first we had seen of it.
David Owen has now replied to Mrs Elliott and her colleagues. I enclose a copy of his letter, together with a copy of my letter of 1 August to which David Owen refers. am also returning your copy of the Councillors' letter.
