DEMOCRACY IN HONG KONG: MRS ELLIOTT'S LETTER OF 11 DECEMBER
1. I do not think we need reply to Mrs Elliott's most recent letter as it does not raise any new points. As you surmised, this reminder will have crossed with the Secretary of State's reply to the Urban Councillors' letter of 16 October.

2. Mrs Elliott's analogies are frequently wide of the mark (HMG Ian Smith!) but it would be difficult to fault her knowledge of Hong Kong or disagree with her immediate aims. the circumstances a little different we too would be advocating action along the lines of the Councillors' proposals.

In the meantime I doubt whether Mrs Elliott will be satisfied with the Secretary of State's answer; we can expect further correspondence and yet
more
pressure from MPs.
