The Governor describes him as a highly intelligent and liberal person with an excellent record of public service. He also argues that it is very useful to have the advice of the Chairman
of the Bank in view of the fact that it carries out certain governmental functions.
Roderio Hyndman LOBO
Unofficial member of LEGCO since 1972
Born 1923 in Macao Married with ten children
Chairman of P J Lobo and Company Limited; Director of the Loxley Group
Member of the Urban Council; Deputy Commissioner of Civil Aid Services; Chairman of the Management Committee of the Housing Authority; Member of Caritas Council. In fact a Ewasion and a British subject, Mr Lobo is nonetheless regarded as a represen- tative of the Portuguese ethnic minority. He is sensible and sound in his advice on policy matters.
David NEWBIGGING

Mr Newbigging is widely involved in public service outside his business interests and has considerable influence among the Chinese and expatriate communities. The Governor describes him as highly intelligent and outward looking with a wide breadth
of view.
