1. I can see that both Mr Sandberg and Mr Newbigging would at

some stage be useful appointments to EXCO or LEGCO but I do not like

the tilt in the balance of membership involved in these proposals.

Both bodies remain almost totally dominated by the Hong Kong

establishment and it is apparent that our efforts over the past

two and a half years to achieve a more broadly based membership

have been frustrated. The Governor argues that he alone knows the

very difficult to believe that the Governor's assessment is right.

If it is right it is a sad indictment of our record in Hong Kong

that we have been unable to produce Chinese of adequate calibre.

I agree that this should be discussed with the Governor next

week. I hope that the Minister will feel able to press him hard,

but in the end we shall probably have to accept that the gort of

basic changes we are looking for will not occur so long as

Sir M MacLehose remains as Governor of Hong Kong.
