HONG KONG APPOINTMENTS TO THE EXECUTIVE AND LEGISLATIVE COUNCILS
1. In his telegram no 785 the Governor of Hong Kong sought very early approval in principle for certain changes he wishes
to introduce later this year in the Hong Kong Executive and Legislative Councils. He was informed in reply (FCO telegram no 501) that Lord Goronwy-Roberts would wish to discuss the proposed changes before any decisions were taken. He was also invited to consider further whether there were any local Chinese candidates for the vacancies in EXCO. In response the Governor has explained why he believes there is no real alterantive to his original pro- posals (Hong Kong telegram no 812).

The Governor's proposals are as follows:
Executive Council
Mr Michael Sandberg (Chairman of the Hong Kong and Shanghai Bank) and Mr Rogerio Lobo (Chairman of P J Lobo and Company Limited) to replace Mr T K Ann. (Textile Company Director) and Mrs Catherine Symons (Headmistress of Diocesan Girl's School). Both Mr Ann and Mrs Symons have been ineffective in the
Governor's view.
Legislative Council
Mr David Newbigging (Chairman of Jardines), Professor Ambrose King (Head of New Asia College at the Hong Kong Chinese Univer- sity), and Mr Andrew So (Social Worker) to replace Mr Peter G Williams (Chairman of Dodwells and Inchcape), Sir S Y Chung (local industrialist) and Mrs Ko Siu-wah (Social Worker and General Secretary of the Hong Kong YWCA). Mr Williams and
Sir S Y Chung have asked to be relieved; Mrs Ko has been a disappointment.
