HONG KONG: APPOINTMENTS TO THE EXECUTIVE AND LEGISLATIVE COUNCILS
1. Lord Goronwy-Roberts has seen Mr McLaren's submission of
7 July and your subsequent comments of 11 July and has commented as follows:-
"Hitherto, our main preoccupation when urging more progressive policies has been the dangerous uncertainties of the PRC attitude to whatever we did. In the past few months a fundamental change has developed in Anglo-Chinese relations

encouraging in regard to PRC attitudes to the future of Hong Kong. We can therefore now press much harder for the changes we want. But we still have to rebut strong counter-arguments from the man on the spot. I shall certainly speak very clearly to the Governor privately and in conference, and shall minute the Secretary of State fully. assume that the Secretary of State will see Sir M MacLehose during the latter's visit, and shall therefore wish to brief him before he sees him.'
