I have the honour to inform you that I have appointed Mr. J. M. Riddell-Swan, J. P., Dr. S. F. Lam, J. P. and Mr. J. W. Sweetman, J. P., provisionally and subject to Her Majesty's pleasure, to be Official Members of the Legislative Council with effect from 1st August 1978 in place of the Honour- able E. H. Nichols, O.B.E., J.P., Dr. the Honourable K. L. Thong, J. P. and the Honourable Thomas Lee Chun-yon, C.B.E., J. P. respectively, during their absence from Hong Kong.

This is the first provisional appointment to the Legislative Council for all the three appointees. Mr. Riddell- Swan is now acting Director of Agriculture and Fisheries, while Dr. S. F. Lam is acting as Director of Medical and Health Services and Mr. J. W. Sweetman is acting as Director of Social Welfare.

Copies of the instruments of appointment and of the gazette notices promulgating these appointments are attached.
