Though people are in favour of elected members in the Legislative Council,

this does not necessarily mean all of them will take part in voting. Some will not but the majority will.

In trying to establish preference between the current voting system vis-a-vis

universal suffrage, this question was used:

"Currently, only Hong Kong residents, aged 21 or above and completed secondary

school or above education, or have a professional or other specified occupation are qualified to vote. If Hong Kong is going to have elected Legislative Councillors, some people have suggested that all Hong Kong residents aged 18

or above should be qualified to vote. In order words, the age limit is lowered

and there is no restriction on education and occupation. Which of these two

systems do you think is more suitable for Hong Kong?"

The preference between the two systems was not very clear cut, with 33% in

favour of the current system, 44% preferring universal şuffrage and 22% unable

to make up their mind.
