some questionable descriptions. The statement that "A higher
proportion of the less educated adults preferred universal
suffrage" is true only when comparing the figure with 26% who
preferred the current system, but there is the substantial slice
of 31% "don't know's. Again, 40% of the less educated were in
favour of having elected members in the Legislative Council and 37%
of them claimed they would vote; both these figures are admittedly
less than 50% but neither of them is so low as to be taken as being
indicative of "low interest".
Conclusion

From a statistical point of view, a sample of the size
used could yield meaningful results so long as the survey method
was sound. However, one cannot approach this report with any great
confidence because:-
(a) The questionnaire (Chinese version) was poorly
worded in numerous places;
(b) the sampling method and the approach adopted by
interviewers were not clerarly explained;
(c) the report appears to be somewhat selective in
what is drawn out of the figures and on occasions
to misrepresent what is selected for comments;
(d) the language used in certain sections is of a
judgemental nature which would seem out of place
in what is presumably intended to be a strictly
factual report regarding the results of a survey;
