of the Hong Kong Royal Instructions 1917 - 1977, I appoint

Officer of the Most Excellent Order of the British Empire,
Justice of the Peace, provisionally and subject to Her Majesty's
pleasure, to be temporarily an Unofficial Member of the
Executive Council of Hong Kong from 22nd February 1978 during
the temporary absence of Sir Yuet-keung KAN ( 3 )
Commander of the Most Excellent Order of the British Empire,
Justice of the Peace.
