I have the honour to inform you that I have appointed Mr. J.R. Todd, C. V. O., J. P., provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 26th May 1978 during the absence of the Honourable D. Akers-Jones, C. M. G., J. P.

This is the first provisional appointment to the Legislative Council for Mr. Todd. He is now acting as Secretary for the New Territories.
