In exercise of the powers conferred by Clause III of the
Hong Kong Royal Instructions 1917 1977, I appoint -

of the Peace, provisionally and subject to Her Majesty's pleasure, to be temporarily an Unofficial Member of the Executive Council
of Hong Kong from 13th September 1978 during the absence from
Hong Kong of Dr. the Honourable Harry FANG Sin-yang
