I have the honour to inform you that I have appointed the Rev. the Honourable Joyce Mary Bennett, JP, provisionally and subject to Her Majesty's pleasure with effect from 16th September 1978 to be temporarily an Unofficial Member of the Executive Council during the absence from Hong Kong of the Honourable Sir Sidney Gordon, CBE, JP.

I have also appointed the Rev. the Honourable
P.T. McGovern, OBE, SJ, JP, and the Honourable S. L. Chen, JP, provisionally to be Unofficial Members of the Executive Council with effect from 15th September 1978 vice the Honourable J. H. Bremridge, OBE, JP and the Honourable Sir S. Y. Chung, CBE, JP respectively during their absence from Hong Kong.

This will be Miss Bennett, Fr McGovern and Mr Chen's first appointment to the Executive Council.
