I have the honour to inform you that I have appointed the Honourable LO Tak-shing, OBE, JP, provisionally and subject to Her Majesty's pleasure with effect from 18th December 1978 to be temporarily an Unofficial Member of the Executive Council during the absence from Hong Kong of the Honourable Sir Yuet-keung KAN, CBE, JP.

Mr. Lo's previous appointment referred to in my despatch CR 6/1136/71 IV dated 21st September 1978 expired on 25th September 1978 following the return of Dr. the Honourable Harry FANG Sin-yang, OBE, JP.

Copies of the instrument of appointment and of the Gazette notice promulgating the appointment are attached.
