1. Sir Paul Bryan told Mr Stewart earlier this week that he intended to put down a question about the extension of
Sir Murray MacLehose's term as Governor in order to enable the Government to pay public tribute to him. This he has now done.

Our normal procedure is to clear answers to PQs with Hong Kong before submitting. However, in this case, since the question involves the Governor personally, it will be difficult to change the proposed reply once Hong Kong have seen it. I should be grateful, therefore, for approval to send the attached telegram to Hong Kong. The proposed reply is, of course, framed within the standard limit of fifty words for replies to PQS. Although the question is not for reply until 26 April, we are required to submit our reply by noon on Wednesday, 19 April.
