John Champion wrote by letter of 16 January 1974 following the murder of the Governor of Bermuda to enclose a dormant commission. This is graded Personal and Secret and is to be kept in the Governor's safe.

2. This appears to me to be a curious arrangement as it is the authority upon which an acting Governor would assume office if the Governor were suddenly unable to perform his duties.

3. The dormant commission whereby the former Chief Secretary to the Western Pacific High Commission acted as High Commissioner for the Western Pacific in like circumstances was an open document published in the Gazette and I can see no good reason why this procedure should not be followed here.
