Your letter HG 400/1 of 26 April 1978 about Dormant Commissions was left for me to reply to on my return from leave.
The downgrading of the security classification of documents such as dormant commissions appeals to me greatly in principle. The difficulty is that the suggestion comes too late. Now that we are down to miniscule dependent territories the selection of a suitable person to be cited in a dormant commission is very much 'ad hominem' and not related to the post he holds. In Montserrat it was tradi- tional for the Attorney General to be named. In 1976, because the Attorney General had only recently been appointed, the expatriate Financial Secretary was substituted and, in the absence of both from the island later in the year, the Speaker, Mr. H.A. Fergus, was appointed to act.
The post of Financial Secretary is now held by another expatriate and it would not be appropriate for him to be nominated in the Dormant Commission. For a number of reasons I would prefer to have the Speaker nominated rather than the Attorney General and I should be grateful if this could be done.
