Mr Hall suggested that I should pass these papers to you in the first instance before the drafts are cleared in the political departments, and where necessary by Legal Advisers.

You may remember that Mr Stewart's letter at No.5 below was addressed to the nine posts who had received "dormant commissions" dated 10 January 1974 because no provision existed in their constitutions for the naming of a successor to the Governor in the event of need. We still await replies to John Stewart's letter from Anguilla, Falkland Islands and St Helena. Meanwhile it has been suggested that we should carry on taking the action required by the replies received so far.
