1. I am sorry for the delay in replying to your 5) letter of 26 April 1978 about "dormant letters" which was due entirely to our inability to find the relevant file.
2. Now that I have seen the file I see no reason why the dormant commission (which in the circumstance of Anguilla embraces both the Chief Secretary and the Attorney General) should not be regarded as an unclassified document. Fublication is, I think unnecessary at this stage since it would only arouse speculation in a country where someone fired 23 shots at Government House last year!
