CAPITAL PUNISHMENT IN THE DEPENDENT TERRITORIES: OUTSTANDING CASES

1.

I attach the latest monthly review of outstanding capital cases in the dependent territories.

2. Since the last review, the Governor of Belize has, on the unami- mous advice of his mercy committee, commuted the death sentence passed on the convicted murderer, Ead Young, to life imprisonment.

We have also omitted the case of William Dixon in Belize since is

now seems unlikely that he will be apprehended.

3. The hearing of the Clayton Raynor case in Bermuda has been delayed. In Montserrat, the local Mercy Committee are expected to consider the Greenaway case this week.
