South Africa

19. Mr. Robert Hughes asked the Secretary of State for Foreign and Com- monwealth Affairs if he is satisfied with the monitoring of the United Nations South mandatory arms embargo on Africa.

Mr. Rowlands: The monitoring of the arms embargo is a matter for the United Nations committee established by Security Council resolution 421, adopted on 9th December 1977. My right hon. Friend is satisfied with these arrangements.

Colonies and Dependent Territories (Death Penalty)

21. Miss Joan Lestor asked the Secre- tary of State for Foreign and Common- wealth Affairs what further consideration he has given to the issue of the death penalty in British colonies, dependent territories and associated States.

Mr. Luard: The question of whether dependent territories should be allowed to retain capital punishment raises com- plex issues. It remains the Government's intention to seek Parliament's views in due course. The associated States are fully responsible for their own internal affairs and the question of intervention by the British Government does not arise.

Shah of Iran

22. Mr. Flannery asked the Secretary of State for Foreign and Commonwealth Affairs if he will seek to visit the Shah of Iran.

Dr. Owen: I refer my hon. Friend to the reply I gave earlier today to the hon. Member for Macclesfield (Mr. Winterton).

24. Mr. Rifkind asked the Secretary of State for Foreign and Commonwealth Affairs whether he will now consider sending a senior British diplomat to take up permanent residence in Salisbury, Rhodesia.

43. Mr. Gow asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement about the strength and status of the mis- sion of the United Kingdom Government in Salisbury, Rhodesia.

46. Mr. Aitken asked the Secretary of State for Foreign and Commonwealth Affairs if he has any proposals concern- ing British Government representation in Rhodesia; and if he will make a state- ment.

Dr. Owen: I will send representatives to talk to the parties in Salisbury and elsewhere whenever this seems appro- priate, but I have no immediate plans for anyone to take up permanent residence.

Central Treaty Organisation

25. Mr. Litterick asked the Secretary of State for Foreign and Commonwealth Affairs if he has any plans to meet the Foreign Ministers of the Central Treaty Organisation countries in the near future.

Mr. Judd: My right hon. Friend is due to meet his colleagues in CENTO at the next annual meeting of the minis- terial Committtee which will be held in Dr. Owen: I have no immediate plans Washington on 18th and 19th April 1979. to do so.

28. Mr. Ron Thomas asked the Secre- tary of State for Foreign and Common- wealth Affairs whether he has any plans

to meet the Shah of Iran.

Dr. Owen: I have nothing to add to the reply I gave earlier today to my hon. Friend the Member for Sheffield, Hills- borough (Mr. Flannery).

Rhodesia

23. Mr. Ioan Evans asked the Secretary of State for Foreign and Commonwealth Affairs what further action is proposed to bring about majority rule in Rhodesia.

Middle East

26. Mr. Nelson asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the progress of peace negotiations in the Middle East, following the Camp David agreement, in so far as the interest of Her Majesty's Government is concerned.

Mr. Judd: The Government remain committed to a comprehensive peace settlement based upon Security Council Resolutions 242 and 338. Such a settle- ment will have to take account of the rights of all the peoples of the area. Within this context we very much hope
