The PUS minuted on Hamilton telegram No Personal 76 (about capital punishment in Bermuda) "Doesn't this need a fairly firm (and rapid) reply?". He may now have seen Mr Cortazzi's reply in FCO telegram No Personal 60 to Hamilton.
2. The PUS also asked to be informed of the current position on the Government's commitment. to find out Parliament's views on the question whether dependent territories should be allowed to retain capital punishment. The answer, as indicated in paragraph 1 of Mr Cortazzi's reply, is that it is very unlikely that time could be found for a debate on this subject during the present Parliamentary session. After consulting Mr Stephen, Mr Rowlands took this line in writing to Mr Geoffrey Edge MP on 27 October. Mr Stephen cleared it for use with Sir P Ramsbotham.
