Thank you for copying to me your letters of 10 and 20 March to Michael de Winton.
Our only comments are with reference to the Channel Islands and the Isle of Man. It seems to me, if I may say so, that the insertion of a paragraph about the Islands in the section on "Removal of the Governor's Delegated Authority" is a little sudden and I would suggest that the relevance of the Islands might come out more clearly if references to them were made as suggested in the enclosed draft. I do not think this changes the content of your paper in any substantive way but it does perhaps bring out rather more clearly the difference between the DOT and the Islands.
I think I should draw attention to the fact that legislation might well cause political difficulties in this country for reasons which I am sure will be obvious to you. I assume that you omitted any reference to these difficulties in your paper because it was intended to be directed solely at the DOT and this is of course acceptable to the Home Office but we would not wish the general point to be entirely overlooked.
