You wrote to me on 2 March suggesting that I prepare, in consultation with the Law Officers' Department, the Lord Chancellor's Office and the Home Office, a paper on the legal and constitutional implications of the various alternatives to the existing procedures govering the exercise of the prerogative of mercy in relation to capital cases in the dependent territories.
I now enclose a copy of the paper in its final form. It incorporates material and amendments suggested by the other Departments whom we have consulted.
