With reference to paragraph 4 to your minute to Mr Stewart of to-day's date, I see no legal or constitutional objection to Sir Clive Rose's revised paragraphs. Mr Stewart may have something to say about the degree of resentment in the DOTS if capital punish- ment for murder were abolished by UK legislation.
